Reaching Target 18: Lessons Learned from Implementation Efforts

Target 18 of the Kunming-Montreal Global Biodiversity Framework calls on countries to identify, and eliminate, phase out, or reform subsidies harmful to biodiversity by at least $500 billion per year by 2030, while scaling up positive incentives. Progress has been slow. Subsidy reform is technically complex and politically sensitive. However, several initiatives are now generating practical, on-the-ground evidence of what reform really looks like in practice. This session brings together active efforts — CI’s ARTSI Initiative and UNDP’s BIOFIN (TBC)— alongside government voices, to surface concrete lessons: what has worked, what hasn’t, and what it actually takes to move a harmful subsidy toward a nature-positive one.
