From Global Commitments to Subnational Action: Multiple Pathways for GBF Implementation
Subnational governments play a strategic role in translating the Kunming-Montreal Global Biodiversity Framework (GBF) into policies and concrete action. This session will explore how a common global framework can lead to multiple implementation pathways reflecting different ecological, institutional and socio-economic contexts. Drawing on experiences from Brazilian states, including Abema’s work on guidance for Subnational Biodiversity Strategies and Action Plans (SBSAPs/EPAEBs), and international subnational perspectives, the panel will discuss Target 14, multilevel governance, cooperation and coordination, and how context-specific solutions can contribute collectively to achieving the GBF 2030 targets.
